It is only recent past that others have gotten in trouble for similar graphics.
And why arrows? Why didn't they use simulated bullet holes? Would that have gone too far?
Do the arrows represent Native Americans?
Is it Greta?

If you are asking these questions, the graphic should not be used.
Period.
