Hardware stores and pool stores are places to look for bleach/chlorine if grocery stores are sold out. Some grocery stores also sell chlorine for pools. It will likely be in a different location than bleach and many people might not think to look for it.

on your gown, mask,
face shield, and two
pairs of gloves.

I never use gloves, a gown, goggles, or a mask. I have been doing it for 10 years and I'm fine. You do need to be careful with the fumes and it can irritate your skin and you certainly don't want it in your eyes, but it's not a chemical that will melt off your flesh. A little caution and common sense should do.
I know the stores are bare in some areas and some people can't find what they need/want.
If you look at that poster, the instructions were for ebola.
Coronavirus is supposedly killed by soap and water, you don't need bleach to wash your hands.
