Who determined that these next two weeks are "Pearl Harbor Weeks"?

I probably missed the "briefing" where this was discussed but how have TPTB reasoned that these next two weeks are going to be the worse for the Coronavirus Outbreak, especially considering how awful things already are/were?

Also equated it to a 9/11. Too late for 9/11 - more people in NYC have died from Covid-19 than the terror attack already.

You can see the worst of it is forthcoming before it starts to subside.

I agree that it is a terrible analogy but at least they are admitting that it is real now. That is a step forward from last month.

as someone else said, this isn't Pearl Harbor, we were surprised as Pearl.
