How do staged reopenings work?
In many places, like for example Virginia where I live, governors are planning staged reopening based on the prevalence of COVID in a given area. How is that going to even work ? If some areas are open, would not that mean people from the areas that are not will just travel there to get services and spread the virus ?

1. This could be an issue.
but the openings are very limited, see https://www.virginia.gov/coronavirus/forwardvirginia/
For example: Some Northern Virginia residents are certain to drive an hour south to get their hair done. Phase one places limitations on personal care businesses. Personal care restrictions: https://www.virginia.gov/coronavirus/forwardvirginia/#856437 Among the provisions for limiting to less than 50% occupancy, social distancing, sanitation, PPE, etc, I find "Services must be provided by appointment only, with only one appointment per service provider at a time." With the very limited openings, I can't see a flood coming south. If there are problems with infections it will be closed back down. |

2. We're doing it here
in Montana. First there is a 14 quarantine for anyone coming from out of state. Then there are businesses that are open but most are staying closed and most restaurants and casinos are closed or offering takeout. Inside businesses, people are trying to keep their distance and all businesses have distancing rules of the store posted at the door. I'd say mask wearing is about 50%, all cashiers have a plastic barrier except at take out restaurants.
I had to go to the laundromat yesterday and everyone was trying to keep apart and wearing masks but all of us struggled with them while loading/unloading the machines. |
