I don't think we'd have as many instances of police beating protesters if they thought they could later be identified.

Making members individually identifiable sounds not just desirable but absolutely necessary. There're reasons police are normally required to identify themselves. We also have to require officers to report/stop criminal actions, provide protections for those who do, and provide serious penalties, including prosecution and imprisonment, for those who fail their duty.
