I think the answer is pretty simple:

BECAUSE PUTIN TELLS DUMP WHAT TO DO AND PUTIN WANTS TO WEAKEN THE UNITED STATES. WHAT BETTER WAY THAN TO KILL OFF A BUNCH OF AMERICANS.
