Just Watching The Rmoney Tape Again It Struck Me That.....

he was talking about moochers as he had his hand out mooching money from them to get a government job to give favors to these donors so they too can take advantage of government.

I've always been at events where everyone eats, the plates are cleared, then the speaker takes the stage.
