A person might not pay income tax for several reasons.

a government job yourself. For a guy that wants to be "free" from the government, why does he want to be president? The whole concept is * nuts.

A) Being so poor that you fall below the minimum income level for taxation, or
B) Being incredibly wealthy, with five mansions and car elevators, and STILL hiding your money in the Cayman Islands to avoid PAYING for the country you LIVE in?
The answer is simple unless you're egocentric and mean spirited enough to think that the poor DESERVE to be poor and should be punished for it, and the wealthy DESERVE to be wealthy and should be entitled to a free ride from their fellow citizens.
Among the 47% who pay no Income Taxes are 4000 multi-millionaires who pay no income taxes, and I'll bet Romney is one of them. Or if not this year, then in previous years.
