It's a gutless and stunningly heartless decision by retrumplicans to let this happen. I don't think they went into this with those intentions necessarily, but in enabling tRump's disastrous inaction and his shambling through this early on, they made the determination that there was nothing that could be done quickly enough to ameliorate the mounting damage of tRump's decisions.
