Is Trump going to try to repeal Obamacare by executive order?

I've been reading that Trump was going to "sign" a health care plan, first as early as this week, and then yesterday at his presser he said as early as "this month". He also said he was going to sign something on immigration "next month". I have also read that he for some reason thinks SCOTUS said he could rule by executive order, bypassing Congress, as the result of something the Court said in the DACA decision.

Why isn't this being covered more extensively? It is dangerous and clearly a case of blatant authoritarianism. So is he going to force a Constitutional crisis just before the election?

surge of Executive Orders, now that we know John Yoo is helping the White House write them with an eye towards Trump being able to rule by decree, totally circumventing Congress. Now he's talking about EOs to ban or curb vote by mail.

The pharma bill he signed two weeks ago was another one, although he hasn't technically unveiled it yet.
