is interfering with interstate commerce, e.g, paychecks arriving late, bills arriving late, payments arriving late, legal notices arriving late, commercial mail (sales during a limited time) arriving late, etc.

Add to which, the PO hasn't "slowed down the mail", it's simply said that it won't approve overtime.

and canceled necessary overtime. The rule would be the Commerce Clause. My guess is this is a case of first impression.

impeachment is impossible. BUT holding impeachment hearings could be effective and sending articles of impeachment to McConnel senate to do nothing would be a PR boom

House can hold "impeachment hearings" invoking the interstate commerce clause and have a hearing twice a week for a few hours which will be on all the networks.

Have ex postal workers and other figures testify and never let Le Joy testify. Just build up a story that the mail cannot be trusted because it is being deliberately sabotaged by Trump and his cronies.

Then sometime after the election, Le Joy can testify.

He's not actually refusing to do his job, just ordering people not to do their jobs as well as they could. That might be a stretch.
