Honorably separated: Uniform can be worn at funerals, memorials, inaugurals, patriotic parades on national holidays and others when active duty units are participating.

Retirees: As above. Also instructing at civilian schools such as ROTC. Invited to a active duty function, such as a Dinning In.

Medal of Honor recipients can wear it at any time except at a political function.

Palmer should do some net surfing before mouthing off. Davis is still subject to the UCMJ, so he's violating an AFI.

Davis reminds me of the Stolen Valor creeps. They wear a uniform just to suck up for some goodies.
