Could a locality simply refuse to cooperate
refuse to provide any police or other support for a visit by the orange one, without legal ramifications?

1. Of course they can.
They already don't enforce laws and protections evenly in their jurisdiction w/out legal ramification.
But they'll rally to Trump, Kenosha PD has made it very clear who and what they support. |

3. Isn't that what Jacksonville do? They wanted money from the RNC to protect tRump.
Jax wanted the money up front to hire more police, the RNC said no, they will give Jax the money after the event.. Jax knowing tRumps history of not paying said pay up front. With out the money Jax said no.
