We are, truly, a nation obsessed with documentation. We demand to see birth certificates and tax returns to provide data that translates – somehow – into a gauge of the leadership potential of our politicians. This is information that should have as much impact on our presidential criteria as whether or not they prefer coffee to tea with their breakfasts.
The media reports today reveal the minute details of Mitten’s much-anticipated 2011 tax return release as if some archaeologist turned up another lost book of Mormon in Missouri. According to the Associated Press, Mitt Romney paid over $1.9 million in taxes in 2011, and he reported $13.7 million in income — it puts him down as paying at a 14.1 percent tax rate. No more. No less. Yawn.
Can we stop talking about this yet? Those in the know already realize the hypocritical claptrap Willard spouts about the “47%” of irresponsible American moochers who don’t pay taxes, when in reality most of these folk pay a greater percentage of their meager paychecks to Uncle Sam than does Rich Willy, who also has the advantage of moving his multi-million-dollar companies to the Cayman Islands to avoid paying his fair share, or hiding it in Swiss bank accounts with similar government-coffer-cheating results.
But let’s get real. We know Willard’s not been honest, forthcoming or transparent about his financials, we know he’s hiding his riches while deriding the working class for being so dammed lazy, and we also know the Neocons have stuffed so many teabags in their ears they will never hear the truth about their Chosen One, so what is the point?
The Huffington Post reported this on Friday: Mitt Romney on Friday released a letter from his tax accountant, PricewaterhouseCoopers, promising that Romney paid an “average annual effective federal rate” of 20.2 percent over 20 years. The number is being released instead of the tax returns themselves, and is being used to rebuff Senate Majority Leader Harry Reid’s charge that Romney didn’t pay taxesover a 10-year period.
But it is a meaningless figure.
According to the letter from PwC avowing the number, it is based on Romney’s adjusted gross income. That means that, for instance, if Romney made investment profit of $20 million, but had losses of, say, $19.9 million, his adjusted gross income would only be $100,000. Paying 20.2 percent of $100,000 would cost Romney just over $20,000.
If Reid’s comment is interpreted strictly — that Romney paid literally $0 in taxes over 10 years — then the PwC letter undermines that charge. But if Romney paid only a very small amount — say, $20,000 on $20 million — it would be hard to award Reid many pinocchios for calling that nothing.
Such a low-payment scenario is considered quite plausible by tax experts, who noted that investors can pick which investments to realize each year to maximize their tax benefit. In a year such as 2008, when the global markets tanked, an investor would likely have more than enough losses to offset gains. Indeed, Romney’s 2010 tax returns show a carryover capital loss credit, meaning he had more losses than he could use the year before.
In other words, without seeing Romney’s actual return — or at least without knowing what Romney declared as his adjusted gross income — it’s impossible to know if the rate he paid bears any relation to Romney’s economic reality.
Yada yada yada. Aren’t there far more important issues going on in this country that deserve at least as much attention as the reporting of Friday document dumps?
