House Bill Requiring Warrants For Searching Email, Tracking Location Introduced

Rep. Zoe Lofgren (D-CA), one of the leading opponents of the Stop Online Piracy Act (SOPA), on Tuesday unveiled two new bills to the House of Representatives, one of which, the ECPA 2.0 Act, which would codify the need for law enforcement agencies to obtain a warrant before asking for Web users' email, other private electronic correspondence stored in the cloud, or before tracking cellular and mobile device location data.

Senator Patrick Leahy (D-VT) introduced a similar measure as an amendment to another bill in the Senate earlier in the month, but Leahy postponed discussion and a vote on the bill, likely till next year, due to opposition from national law enforcement groups, as CNET reported.

The Justice Department and law enforcement agencies may try to kill Lofgren's bill as well, CNET added Tuesday.
