He DOES NOT stick to the TOPICS that the moderator picks? In other words RUMP will talk Hunter Biden, NO MATTER what the topics are. God Dam i hate this fucker!!!

They are simply muting the mic during the 2 mins at which the time is allotted for each candidate after the question. Then it goes to a free-for-all debate and there wouldn't be any mic cutoff.
