As for looking like they are going the wrong way, a twitter response says that they are blocking the express lanes, not the regular part of the highway.

If law enforcement really wanted to do something about this they would block them in at each end so they wouldn't get away and then impound every vehicle. And if it was to be impounded it would have to be searched in order to take inventory. No telling what might turn up.
