I guess the rule is that requester pays up front for recount. Citations below. (I also thought I read that the payment is refunded if the result is changed, but can't find citation now.) Kudos to the Badger State for having the foresight to Deadbeat-Donnie-proof their recount process!

Trump can demand a recount if the official tally shows him losing by 1 percentage point or less. If he were behind by less than a quarter of a point, the state would pay for the recount. If he were behind by a quarter of a point to 1 point, his campaign would have to pay a few million dollars to cover the cost of the recount.

If the official results show the race being decided by a quarter of a percentage point or less, the state will pay for the recount. If the margin is between a quarter of a percentage point and a point, Trump's campaign will have to pay for it.

In that case, the state would give the Trump campaign an estimate that must be paid before the recount can begin.

And apparently Trump's bankrollers have decided at last to cut their losses and put away their wallets. I don't know what a recount would cost - $100,000? - but after all the millions they've spent, this is where they're drawing the line. Sad!

I've made worse wild-ass guesses. Still, even $3 million is a pittance against what's already been spent on the failed Trump re-election effort, and the bankrollers have said no. I wonder if Trump will have the nerve to name and "shame" them in his incessant tweets?
