It was the Pennsylvania Supreme Court that extended the deadline and not so much a statute. If I recall correctly, the state supreme court said it was the state's constitution that permits the extension of the deadline. I'm not sure if SCOTUS, in its current make up, would agree with that. They've been on this trend of "it's ultimately up to the state legislature and no one or nothing else" (I'm paraphrasing), which I assume they also mean it's not up to the state constitution either.

Justices are fed up with the white wing whining, even Alito.
