If the 25th is used to grant Pence Presidential powers he does not become the 46th President but if Trump leaves office by impeachment, resigning, or death then Pence would become the 46th President even if it is for a short period.

...because we’d have two straight POTUSs who never won the popular vote. That’s never happened before.

That Obama should resign the day before his last day and make Joe #45 so that the Trump would have to reprint a lot of their merchandise.

he said it casually with no clarification so I couldn't tell if he just misspoke or said it deliberately.

Under the Constitution, Ford became the 38th POTUS at the moment that Nixon's resignation went into effect. That "instantaneous" assumption of the office is the entire designated purpose of the VP (any Senate duties aside) job.

Some Lt. Governor in NYS once quipped that his day consisted of being woken by his alarm clock at 8:15AM, at which time he would call the Governor's office. Upon hearing the latter's voice, he would go right back to sleep.

for Pence pardoning him and his gang. Then Pence could turn up at the Inauguration and would get to fly off in the chopper.

What I would LOVE to see are Dems like Maxine, Ted, Adam etc stoke up the notion that Trump MUST be investigated for FEDERAL crimes, which would stoke him along to doing just that.
