Well,a little maybe.

Trump may be dangerous in ways described by bandy Lee and Mary trump. But he’s also irrelevant.

The EC will do its thing and the Congress will certify. To do otherwise will send 75 million people into the streets.

And I don’t care if Trump leaves willingly. Whether willingly it not, he will leave on January 20

Trump Appointee Refuses Biden Team Access to Transition Resources as President's Tantrum Continues

A Trump appointee in charge of the General Services Administration, the agency which approves access to budgets, space, and equipment allowing a transition team to move forward when there is a new president elected, is refusing to sign papers allowing the Biden team to begin its work.

The Washington Post reports: “By Sunday evening, almost 36 hours after media outlets projected Biden as the winner, GSA Administrator Emily Murphy had written no such letter. And the Trump administration, in keeping with the president’s failure to concede the election, has no immediate plans to sign one. This could lead to the first transition delay in modern history, except in 2000, when the Supreme Court decided a recount dispute between Al Gore and George W. Bush in December.”

If she continues to say "not doing it until Trump concedes", and other political appointees do the same, they can still screw things up. And also delay any Covid support bill until Jan 20.

It requires his cabinet, as well as both houses of Congress.

... my aging memory seems to remember something happened in the house the week or so before the election that addresses being able to use the 25th without having the cabinet being involved....

Does anyone else remember such a thing???

to appoint a body of experts that could assess whether a president is able to fulfill the duties of his/her office, which is an option allowed by the Constitution

HOWEVER, even that option still requires the concurrence of the Vice President. And even that option still places the ultimate responsibility for removing a president on the House and Senate, and requires more votes in the House than does impeachment.


So don't hold your breath.

It was intended to apply when a president is "unable to discharge the powers and duties" of the office, not when he exercises those powers in a manner that a majority of the country disapproves of or even might be considered irrational by many.

because they have a procedure for Congress to uphold the decision of the VP and half the Cabinet for a President stating that no inability exists.

You are right about it being highly unlikely, but not impossible. The mechanics of a functioning President makes it difficult for the VP to even pull it off (it would be like a coup the Cabinet Secretaries' signatures before the President has the opportunity to fire those disloyal Secretaries).

Lots of talk has been wasted on the 25th Amendment. A more likely scenario is the federal officials refusing to take an action demanded by the President because they view it is illegal (which has probably happened more times than we can count with Trump). The wheels will really start coming off if Trump starts firing those officials until he gets to his "Bork".

A majority of the cabinet could come to the VP and ask him to concur in an assertion of the 25th amendment. The Constitution merely requires that both the VP and a majority of the cabinet make the call.

Have yet to see any mouth pieces other than Romney (he tip toed) about Trump conceding.

They will hang on until inauguration day.
