No, She and Biden have to set up their respective offices. This means selecting staff - which ALSO means getting lists of qualified people and interviewing them (in the middle of a pandemic). And despite all the bullshit administrative blocks they have faced, the forms for security clearances and whatnot are all online (and there is e-QIP) so they have to get all that together for any staff they plan to hire who don't already have clearance. Hell, it's bad enough just to apply for a standard federal job - and even worse to retire from one due to the paperwork (been there done that almost 4 years ago).

Both of them have major major things to do to be able to hit the ground running post-noon January 20, 2021 and they really have zero time to "campaign". Their time for "campaigning" is done for awhile.
