Can states Trump won refuse to certify, thus preventing any candidate from getting 270?

Was thinking more of a coalition of red states like FL, OK, AR, etc. refusing to certify in order to negate the states like PA, GA, WI, etc.

Thus no one gets 270 and it goes to the states to vote
