J writes of a SECRET PLAN to dispatch dedicated CAREER DIPLOMATS to shore up ALLIANCES and TREATIES with our INTERNATIONAL FRIENDS, and to MARGINALIZE and ISOLATE DESPOTIC REGIMES.
