rule on whether to certify or not. Their only option is validate what the counties have reported. Once the certification is done then the audits can commence.

I wonder if he's on of the ones who flew to DC and got wined and dines by trump in his hotel?

They are legally required to do so after the counties have all certified. Their job is not to assess whether an election was correct, its just to affirm that all counties have returned the certifications.
