A president or governor can be charged with a crime if they issue a pardon as part of a criminal act - for example, in return for a distinct quid pro quo/bribe (although that is very difficult to prove) - but that does not void the pardon, which a president has virtually unlimited power to grant.

(152 posts)The President gets a presumption of regularity, i.e., good faith. The likelihood of finding evidence sufficient to rebut the presumption is next to nil. There isnt going to be a smoking gun. Anyone who is in danger of being charged of anything will be pardoned by Trump and there isnt much that can be done about it.
