10. I think he'll be charged but won't be arrested.

He'll go to court and face charges and the judge will allow him to remain free. He'll drag out any trial that takes place and make appeals for years. Before it's all over with, he'll be dead or will be under doctor's care for some physical or mental condition, or a combination of both. He'll never see the inside of a jail cell.
