President-elect Joe Biden will choose to nominate Michael S. Regan, who heads the North Carolina Department of Environmental Quality, as the next Environmental Protection Agency administrator, according to two individuals who spoke on the condition of anonymity because it has not yet been formally announced.
Regan, 44, would be the first Black man to run the EPA.
He would play a central role in realizing Bidens promises to combat climate change, embrace green energy and address environmental racism. As administrator of the EPA, he would be responsible for crafting fuel-efficiency standards for the nations cars and trucks, overseeing emissions from power plants and oil and gas facilities, and cleaning up the countrys most polluted sites ...
Regan has served as North Carolinas top environmental official since early 2017, when Gov. Roy Cooper (D) named him to his role. During that time, he forged a tough multibillion-dollar settlement over a coal ash cleanup with Duke Energy, established an environmental justice advisory board, and reached across the political divide to work with the states Republican legislature.
Right away he prioritized climate change, environmental justice and coal ash cleanup, said Cassie Gavin, the Sierra Clubs director of government affairs for North Carolina.

Earlier this year, Duke Energy agreed to the largest coal ash clean-up in U.S. history as part of a legal settlement with DEQ, one of highlights of Regans tenure. Duke agreed to excavate nearly 80 million tons of coal ash at six sites.
North Carolinas communities have lived with the threat of coal ash pollution for too long, Regan said in a statement at the time. We are holding Duke accountable and will continue to hold them accountable for their actions as we protect public health, the environment and our natural resources.

The EPA defines environmental justice as the fair treatment and meaningful involvement of all people regardless of race, color, national origin or income, with respect to the development, implementation and enforcement of environmental laws, regulations and policies.
In practical terms, it means that often poor communities or communities of color are exposed to harmful environmental impacts that more affluent communities avoid, including both natural disasters and man-made impacts.
Appointing someone like Regan, who is Black, would show Biden is committed to environmental justice, said Devon Hall, co-founder of the Rural Empowerment Association for Community Help (REACH), a Duplin County group pushing for environmental justice among its other goals.

(12,502 posts)A shocking example of environmental racism is Cancer Alley, which is the River Road between Baton Rouge and New Orleans lined with chemical and industrial plants right up next to the Mississippi River levee, and woven into the local African American neighborhoods.
The air has stunk of toxins for decades harming those that live near the plants, and Louisiana does not do a thing about it. If you drive the river road after dark on a moonlit night, and watch the chemical plant flares lighting up the sky, you can see the chemical plants blow there stacks clean filling the sky with black soot, that they would never blow clean during daylight hours for everyone to see.
This guy has good school and experience credentials, lets hope we can win the senate and help this guy out.

(58,785 posts)Regan turns out to be a big man up to a huge job. His record is supposed to be good, given that it's been his job in his state position, and if mixed so far, well intractable realities have a way of interfering with perfection.
So far the most encouraging thing is that he'll get to work at the national level under the mandate of our first president who's been a longtime environmental warrior. And that he'll be part of a very talented, high-powered team heading up other related agencies and assignments.

(58,785 posts)go after that does not benefit the people who live closest? All places our worst messes needed to be addressed four years ago, since we didn't do it 40 years ago, cleaned up and rebuilt to become sustainable. That's an of-course. Shouldn't even need to be said.
But, does it also really need to be pointed out on this board that the global climate crisis is far more than just a black social justice issue? That's like seeing the 2016 election as about which choice of which healthcare system, a devastating, inexcusable stupidity which has resulted in enormous environmental losses in the four years since and could STILL result in losing all national healthcare programs for generations.
Just how important was the plight of black people in poisoned environments in 2016 to useful idiots who threw that election, after decades of previous ones, to the very people who were poisoning them? That's the Republicans.
But think "beyond." The peoples of whole regions are being forced into destitution and starvation, when nothing's left to tie their children on their backs and leave. Millions are in desperate trouble and dying, and this is just beginning. Here in the U.S., the worst hit are packing what's left in their cars and driving away. It's happening.

(16,349 posts)Kerry has already accepted the position. As for why, that should be obvious. His job is to address climate change through diplomacy with other countries which is something a former Sec. of State would have experience with.
