Nashville is trying to become a big city. They need to look at these things if they want to be serious.

Prior to breakup, the Bell System worked with DoD to design the network to survive outages. The telephone ratepayers ate the cost through regulated prices.

After the breakup, each network competed with the others on the basis of price, so the cost of survivable designs could not be supported.
