Cops should have some fire trucks, and some water cannons on hand, at strategic locations near the targeted protest area.
Weather forecast for DC on Wednesday is a high of 44 degrees. Soaking wet people with nowhere to get warm, or change clothes, near the targeted protest area will get really cold and unhappy, and will leave.
