Redundancy for equipment failure would or should require 10 of these in a pool. The unit’s will need maintenance and calibration. Just because you have the hardware doesn’t mean the software will work. I am sure there is only one primary at a time and they will be switched at noon on Wednesday.

The military has a rotation of aides-de-camp which follow the President and Vice President, who have the rank of at least Major (Army/Marine/Airforce) or Lieutenant Commander (Navy) and who are responsible for the Presidential Emergency Satchel. An aide-de-camp can also be dispatched to accompany a Designated Survivor; the most frequent example being when one of the cabinet secretaries purposely leaves Washington D.C. during the State of the Union address. The satchel contains communication equipment, a book containing preset nuclear strike options, a packet that containing instruction related to the use the Emergency Broadcast System, and a list of classified sites where the President can be taken.

Additionally, the President and Vice-President have a 3x5 inch plastic card containing Gold Codes that are issued to them each day. These Gold Codes would need to be transmitted to authenticate the order to use nuclear weapons. Trump, Pence, Biden, and Harris (and I imagine a Designated Survivor) will all be issued Gold Codes on January 20th. At noon, Trump and Pence's codes will expire while Biden and Harris' codes will take affect.
