I think one of the goals is to intimidate states into dropping Dominion contracts, precisely because it's a more verifiable system for voting.

... which are usually made with conditional statements like "no guilt is admitted" along with restrictions on revealing the settlement amount.

No.... they need to take him down. Take everything he owns and everything he stands to make.
