He is so focused on excusing those professional, adult cops with years of experience and training as the victims of a 9 yo child that he can't see how bad it looks to the public.

None of it should have happened in the first place. Are there no rules against handcuffing and pepper spraying young kids?

Excessive force and extreme gassing of a child is beyond torture. The enforcers had no right to treat this as a criminal case. They could have called for a mediator or someone who knows how to deal with these situations.

grown adults can’t figure out how to de-escalate a 9 year old child. That the union chief doesn’t seem to recognize how pathetic his officers are makes it just that much worse.
