Election question

See if i get this right. Could each state offer a 4 year payment (voucher to be spent ONLY in it's own state) to EACH person that votes? 1st year $25, 2nd year $50, 3rd year $75, 4th year $100. This would also help it's own states economy. Would it be legal? (states make their own rules) What would be the pros to this and also the cons to this. Getting people to VOTE seems to be OUR biggest future problem, from how i think. Any thoughts on this? ONE payment per year, i'm thinking, but in ONLY General election would payment be made, IF you voted midterm as well. Probably would be confusing, but i feel it would help getting people to the poles.

1. Paying people to vote has been considered in several areas...

(See: https://theweek.com/articles/586623/why-cant-just-pay-people-vote for a discussion) but it's probablly just better to make it easier for people to vote - vote by mail, extended polling times/days, etc.

I don't like the lottery type voting offer. I think $25, $50, $75, $100 would be the way to go. I would like to see at least ONE of the southern states give it a try! IF we ever get control of one?

2. It would work in theory, but there are some major issues.

Such as, you'd be creating a massive amount of completely uninformed voters. People who literally don't even know who's running, they just show up, click on a bunch of random candidates and then collect their voucher.

5. One point to consider

Jehovah's Witnesses do not vote because their faith requires them to be politically neutral. This payment scheme would obviously be discrimination on the basis of religion.
