Can the Democrats change the filibuster. count

I read the is not in the constitution. If that is true, can the Democrats change the count to 46 to pass our agenda? I am sure Mitch would pay Sinema and Machin to change to GOQ party and if we chance this than this will end all this pestering. I hope this can be done. I do not care if they do it back to us when they regain power because at least we will make voting free and fair.If Joe get tough and say he will blow up the filibuster to get our agenda through because we may not get another chance if we don't.So can we change the count? yet everyone seems to assume it's only Manchin. She wants 60 votes on nearly everything.
