1. Why didn't they do it when they owned the House, Senate, and White House?

They did it for judicial votes, but not for bills. I wonder why not?

and don't need to break a filibuster to do that, as they have shown, they need the filibuster to prevent the dems from governing.

They didn’t need to nuke the filibuster for tax cuts and one thing that required the filibuster proof majority was SCOTUS confirmations, and they nuked the filibuster when they had to.

If they want something as bad as they want a SCOTUS seat, they’ll nuke the filibuster.

so they decided which pieces they would obstruct then, and which pieces now.

This is nothing about governing. It is about playing a deadly game of checkers with an opponent who can/will throw the pieces off the board if they are losing.
