Outlived their welcome? *sarcasm*

We hear about some states who suggest that they would like consider seceding from the US. But what about the original 13 states? Is it possible for those original states to decide that some newer states have outlived their welcome and should leave the Union?

Lose American military bases.

No more net gain of American taxes to/from Wash DC.

I would MUCH rather have Ottawa as our national capital than DC.

Either as a new province in Canada, or amalgamated with Ontario.

New York and the New England states would be a slam dunk as two new Canadian provinces. Provinces of New York and New England.
