1. Exactly correct. While Hitler was brutally invading Poland

the rest of the world dithered. People were afraid of Hitler and tried to appease him. Or they liked what he was doing.

2. Hell, he should have been left in jail in 1923 for the full five years

for his seditious actions in the Beer Hall Putsch. He only did 8 months. Five years might have broken him.
