If I had to guess, he hit the black guy but not very hard. However, enough to upset the black fellow to rip off the wiper and hit his car in anger. People take out their anger when getting knocked over but I doubt he was really much of a threat to the cop. Cop probably over reacted unfortunately.

That being said, TYT tends to leave off important information pretty often. They should have mentioned there were two sides to the evidence.
