My brother was flying back home when the pilot announced it. He thinks the airlines did it to put pressure on the administration to not bothering to appeal the ruling. Allowing passengers to go unmasked only for a the administration to appeal and get granted a stay would undoubtedly anger some people. Considering the mandate was only extended for 2 more weeks, its a headache that the administration doesn't really need right now. Which is likely why the TSA was so quick to announce it was no longer enforcing it. If there was any serious thought of appealing this, I would expect the TSA to hold off on making any announcement like that.
