It depends on the state. For example, anybody selling a NY-illegal gun at a NY gun show will be arrested on the spot. Police monitor these shows for exactly that, as well as for illicit sales in the parking lot -- NY is a universal-background-check state. You can bet that the anti-abortion states will codify similar regulations.
