Ban bullets not books

2nd amendment says right to bare arms not right to bullets.

1. Probably wouldn't survive the courts

There have been several court rulings that indicated that the second does cover ammunition. Gun Save Lives vs Ali is a recent one. By that standard a modest tax to support a safety program might be upheld, but anything prohibitive or punitive almost certainly would not.

2. Tax the hell out of both, especially hand guns and assault rifles

Including "used" resale guns. And bullets. Keep the tax lower on traditional hunting weapons like shotguns.
