Mental health retainers are difficult in any state...
Person must be have a legal record of mental health issues, such as being declared mentally incompetent. I don't think this guy ever went to a psychiatrist.

You can be the nuttiest person in the world, living under a bridge, but unless there's a record of it, the problem "doesn't exist on paper"...

He would have been eligible to purchase an AR 15 at his age in 44 states.
