Question about the flood in Hobocken -

Bear with me on this, please, but -

if the water was from storm surge, wouldn't it have flowed back on its own by now?

Is Hoboken below sea level?

Did a dike or levee fail?

Is the flood water actually due to streams rising due to excessive rain fall?

A berm was washed away, allowing the river to swamp the town. It is still raining north, feeding the river a bit too, but the water in town is toxic soup now

I'm assuming the toxins are from tanks that were washed away?
