Are they considered law enforcement ? Are they bound to report a crime to the FBI if they witness one ?

I'm not sure they are bound but if they have a moral compass hopefully they would.

to report if you find them someplace they shouldnt be.

of flesh they are sworn to protect? If so, they have an obligation to the law.
