They fly hundreds of flags every day to support this program that has been going on since 1937. there are a bunch of poles and some staff members that run flags up the pole for a few seconds, lowers it, and packages them with certificates of authenticity. Anyone can order one ($7 -$18 depending on the size) and naturally Congressional members use them as gifts for those special friends.
