16. No, it's because DHS is so bloated and compartmentalized, it's difficult to manage.

There were complaints about Border Patrol cliques going their own way since 2005. Communications and funding between different districts, or even organizations within departments are splintered and byzantine, as different operations and missions have different managers with overlapping personnel.
There was also piss poor screening when DSH was created and they started surge-hiring to fill all these new positions. Lots of gang members and White Supremacists got hired and were able to keep their jobs because of inconsistent immigration policy and profitable/strict border doctrine.

5. The DHS officers that they claim assisted in this operation

need to be fired and charged with human trafficking. That, maybe, will stop other DHS and BP agents from participating in such behavior in the future.

Once they are convicted, they should be offered a choice... a long sentence in a federal correctional facility... or they can be stripped of citizenship and deported to Venezuela or Colombia... with no access to any assets they might have in the USA...

Employees @DHSgov created fake addresses for these desperate migrants in places 1,000's of miles from where they were being sent, giving them mandatory meetings on Monday, ensuring they would miss these meeting and get a deportation order.
