I don't know when we (the US) started making it seem like such a hardship, altho do agree that the INS needs reform to make it smoother and faster to take care of arrivals and get them settled with asylum and citizenship.

(24,365 posts)Its important to remember that Castro literally emptied the jails and directed all of those people to the boatlift.
Miami dealt with the fallout of that for years.
I know about it because I lived there during it.
