1. There's already been chaos.

January 6 2021, armed thugs showing up in state capitol buildings. Legal consequences are a way of showing these thugs that they'll have to pay dearly for their rowdiness. Legal consequences are a way to stamp out this chaos, not a way of inciting it.

Lots of people marching in the street? His acolytes (and old MAGAts) get real scared of them, for several reasons. a) They cant "march" 100 yards, themselves, so they feel very vulnerable b) double vulnerable if they can't drive wherever they want, whenever they want, and run over anyone "in their way" c) don't show up at all, for any sort of peaceful protest or march. Only went to Trump rallies for the hate and "companionship" for their fellow haters.
