We endlessly hear about the 60 days before an election deadline

and how unprecedented it would be for prosecutors to take action against Trump in that time frame. Well, when Bill Clinton was President in 1998 Ken Starr sent his report to Congress on September 9, 1998 while the election was on November 3, 1998. 60 days from September 9, 1998 was November 8, 1998. So, Ken Starr delivered his report 55 days before the election. We didn't hear endless crying from the press about the 60 day deadline. We heard not one peep. And there really is no comparison between what President Clinton did and what Trump did/is doing.

The beauty, though, was the Rs paid a huge price in 1998 and the mid-terms and Newt Gingrich and Bob Livingston were forced out of the House.

That said, I do think Starr was trying to influence the election and I would not be surprised if the policy was influenced by that. Republicans love creating rules that protect themselves knowing they can often get away with breaking them when it suits them.
